Sometimes he leaves the booth and wanders around the festival area, but he tends to be at the booth if you're looking for him intentionally. If he catches anyone looking at his booth, he'll wave them over with fan in hand.

TEL will compliment your character's clothing and give them a small gold coin with a Floresce engraving.
